According to a press release dated January 20, Minister for National Development Desmond Lee has announced the completion of the last two delayed projects from HDB due to the pandemic.
The two BTO (Build-to-Order) projects, Punggol Point Cove (Phase 2) and Kempas Residences, signify the end of the pandemic delays in HDB’s housing projects. In total, 92 projects have delivered over 75,800 new flats to Singaporeans in the past five years.
In 2024, HDB completed 22 housing projects, out of which 17 were delayed due to the pandemic. The remaining four projects were finished on time, with the exception of one that was delayed for non-pandemic reasons.
These 22 projects included two Shorter Waiting Time (SWT) projects, Parc Glen at Tengah and Grove Spring at Yishun, which were completed in less than three years. These SWT projects comprised a total of 1,995 flats. The other projects had a waiting period of up to five years. In total, over 18,000 flats were completed in 2024.
The recipients of Punggol Point Cove (Phase 2) have been receiving the keys to their new homes since November 2024, while the collection of keys for Kempas Residence began in mid-January this year. The remaining flat owners will be notified of their key collection dates soon, following the completion of the final blocks in both projects this month.
Punggol Point Cove (Phase 2) is situated along New Punggol Road and comprises 1,179 units of two-room flexi, three-, four-, and five-room flats across six residential blocks. The project’s final block was completed 12 months from its original Probable Completion Date (PCD) earlier this month, due to pandemic delays. As of January 15, 657 households, or 59% of the 1,109 booked units, had collected their keys. HDB states that the completion of Punggol Point Cove (Phase 2) marks the conclusion of all flats in the Punggol Point District, including Punggol Point Cove (Phase 1), Punggol Point Woods, and Punggol Point Crown BTO projects, which were also completed in 2024.
Kempas Residences BTO project is located between Serangoon Road, Lavender Street, and Boon Kheng Road and comprises 583 units of two-room flexi, three-, and four-room flats across four residential blocks. The final block, which was delayed by six months from its original PCD, was completed in mid-January. As of January 15, 37 households, or approximately 7% of the 555 booked units, had collected their keys.

Currently, 110 HDB housing projects are under construction, up from 95 a year ago due to the increase in BTO supply in recent years. HDB expects to complete approximately 17,000 flats across 27 projects in 2025.
